  • Community-Based Services (Rule 132)
As the state mental health authority, the Department of Human Services, Division of Mental Health (DHS/DMH), uses Rule 132 to govern optional mental health Medicaid benefits in Illinois. More information.
  • Patient Transportation
Illinois Department of Human Services, Division of Mental Health, has selected a statewide vendor (excluding Cook County) to provide transportation to a patient who is being transferred to a psychiatric facility on an involuntary basis. Illinois Patient Transport (IPT), a division of Advanced Medical Transport, was selected as the sole downstate transportation provider.
  • Screening, Assessment and Supportive Services (SASS)
SASS provides intensive mental health services for children and youth who may need hospitalization for mental health care. More information.
  • USARF Interim Screening Policies for FY2011
DMH has informed IHA that significant FY2011 budget cuts to community mental health (CMHC) providers have limited the ability of CMHCs to perform onsite hospital screeings of patients being evaluated for possible transfer to a state-operated hospital (SOH). DMH has asked the hospital community to work with them in implementing interim screening policies that will require hospitals to complete the Uniform Screening and Referral Form (USARF), the form that has been used by community providers when screening a patient for admission to a SOH or alternative services.
  • State-Operated Hospital (SOH)
IHA has convened, during the past five years, a group of caregivers to create a more patient-centered experience for patients with mental illness seeking care in hospital EDs and for whom a transfer to a SOH is appropriate. The result of their work is embodied in the following documents:
  • Telehealth: HFS Expansion of Telehealth Services
HFS issued an informational notice on January 12, 2010, regarding the Department's expansion of telehealth services to: 1) include psychiatric services and 2) permit entities in addition to a hospital to provide certain telehealth services effective January 29, 2010. Under these expanded policies, telehealth services can now be rendered by physicians, advanced practice nurses, podiatrists, Federally Qualified Health Centers (FQHCs), Rural Health Clinics (RHCs), and Encounter Rate Clinics (ERCs). Both the orginating and distant sites are eligible for reimbursement. View HFS notice.

In addition, telepsychiatry will be covered when the physician rendering the service has completed either a general psychiatric residency program or a child/adolescent psychiatric residency program. Physicians that would like to provide telepsychiatry services as a Distant Site provider must complete and return the HFS 3882, Psychiatric Residency Certification referenced in the this HFS notice.
