Certificate of Need (CON)
The Illinois Health Facilities and Services Review Board governs the certificate of need (CON) program. It regulates the establishments and discontinuation of health care facilities and certain services they offer. It also regulates modification of facilities and the purchase of major medical equipment if the cost exceeds statutory capital expenditure thresholds. Significant increases in bed capacity and changes of ownership must get either a CON permit or exemption. The Board's procedures afford the public an opportunity through a public hearing or through written comments to offer comment on proposed applications that it will consider. The Board meets about every 45 days.
