IHA Comment Letter for the Proposed New IRS Form 990 Schedule H

The Internal Revenue Service (IRS) issued for public comment a completely redesigned Form 990 that included 15 new schedules, including Schedule H to be completed by hospitals and other organizations that provide medical care. Comments are due by September 14, 2007, but the IRS has asked for any available comments prior to that date so as to begin their review immediately. The IRS has indicated a timeframe of implementation for the 2008 reporting year. To access all of the IRS draft forms and background materials, go to: http://www.irs.gov/charities/article/0,,id=171216,00.html.

Attached is an IHA comment letter expressing concern and recommendations specifically regarding Schedule H (click here - password required). Membership input was solicited and provided, including the Task Force on Charity Care and Work Group on Community Benefits. The IHA may provide additional comments to the IRS prior to the comment deadline. The IHA urges members to provide individual comments to the IRS, with specific information on how this will impact your facility. The IHA letter may be used as a model. The American Hospital Association has also prepared comments and posted a sample letter for members at: http://www.aha.org/aha_app/secureMember?page=1.

Comments can be directly e-mailed to the IRS at Form990Revision@irs.gov or mailed to:
