April 26, 2007 CMS HLCAT Dialogue and Focus Group DiscussionsThe Centers for Medicare and Medicaid Services (CMS) has selected Illinois as a site for the focus group and dialogue sessions with hospital leadership on the development of the Hospital Leadership and Cultural Assessment Tool (HLCAT). IHA is collaborating with the Illinois Quality Improvement Organization (QIO), Illinois Foundation for Quality Health Care (IFQHC), on the focus group and dialogue session. HLCAT is being developed by CMS for a pilot testing in summer 2007 and for possible inclusion and usage in CMS 9th Scope of Work of the QIOs. At a CMS policy summit in September 2006 that IHA participated in, several studies were released on the strong correlation and relationship between mission driven and patient centered care leadership and performance on quality process and outcome measurements. An Advisory Group has been formed by CMS which includes IHA, CMS, Institute for Healthcare Improvement, American Hospital Association, and a few other state hospital associations and QIOs. IHA’s Role. IHA will be hosting a focus group and dialogue session on June 4 at IHA offices in Naperville from 10:00 a.m. to 2:00 p.m. IHA will be recruiting members to participate in the focus group and dialogue discussion on June 4. CMS staff, along with researchers from the University of Iowa that have been retained for this project, will help facilitate the discussions on the proposed HLCAT. Focus Group and Dialogue Discussion Participants. As the HLCAT will be administered to various leaders within the hospital when it is implemented, CMS would like representation from these leaders at the June 4 focus group and dialogue session. IHA is in need of hospital leaders to participate in the June 4 session. Hospital leaders being recruited for this voluntary initiative include CEOs, Hospital Board members, Chief Medical Officers, Chief Nursing Executives, Quality Directors, and other Nursing and Physician leadership staff. CMS would like to have 20 hospital leaders with representation to be from a variety of hospital perspectives including, but not limited to, urban, rural, teaching, non-teaching, Medicaid DSH, CAH, system, non-system, etc. Results of Focus Group and Dialogue Sessions – Next Steps. By the end of June, the 12 states selected to host focus group and dialogue discussions will have their results all compiled and a new pilot survey will be available in July and August for testing within hospitals. While the focus group and dialogue discussion participants are not obligated to administer the pilot survey within their hospitals, any hospital that does administer the survey will get a custom report back to them from the University of Iowa researchers linking their results to their performance measurements and comparing their performance to other participating and peer hospitals (not hospital specific comparisons). This is an opportunity for hospital leadership to help shape and frame the discussion and future assessments of high performing hospitals as it relates to hospital leadership.
