Quality Improvement and Public Reporting

There are a few developments that you should be aware as they directly affect your hospital and several are opportunities for improving processes and outcomes of care.

Participation in 2010 IHA CLABSI State-wide Collaborative
As you may be aware, the Illinois Hospital Association initiated a patient safety collaborative in 2009 to reduce hospital acquired central line associated blood stream infections (CLABSI) in intensive care unit patients. During the next month, we are re-opening participation to all Illinois hospitals and are hoping to have all Illinois hospitals participate.

While the two year CLABSI collaborative started in 2009, there are opportunities for all Illinois hospitals to participate in the CLABSI initiative starting in March 2010 at no charge. As the Illinois Department of Public Health (IDPH) requires reporting of CLABSI in ICUs to be reported publicly through the CDC National Health Safety Network (NHSN), IHA would like to see all hospitals actively engaged in improvement efforts and to share best practices with each other.

2010 Initiative. Next week, IHA member hospital quality and infection prevention officers will be sent information on participating in the 2010 IHA CLABSI initiative. The initiative will include 2 conference calls each month with the Johns Hopkins CLABSI team; one conference call per quarter led by Illinois mentor hospitals that have successfully implemented interventions to reduce CLABSI; and summary level information on CLABSI as reported through COMPdata and the CDC’s NHSN.

2009 Initiative. For hospitals that signed up to participate in the 2009 IHA CLABSI collaborative, you will continue to receive all the services outlined in the 2010 initiative in addition to the services covered in your fee schedule, such as an on-site visit and monthly coaching calls through 2011.

Why Participate? In addition to the public reporting on CLABSI by IDPH; CLABSI has been the subject of Congressional hearings and is one of the targeted infections for payment reductions for hospital acquired CLABSI. IHA truly believes there is great value in having every hospital participate to come as close to reaching zero central line associated blood stream infections. Similar to the IHI 5 Million Lives Campaign, hospitals will have flexibility in determining their level of participation dependent upon their need for improvement.

Next Steps. Sign on to the IHA 2010 CLABSI Initiative and share your best practices and interventions with others so that Illinois can lead the nation in reaching as close as possible to zero CLABSIs. The one page sign up form will be sent to all IHA member hospitals next week and participants and mentors will be listed on IHA’s web site as those who have committed to striving for zero hospital acquired CLABSIs.

Webinars on Hospital-wide Patient Flow by the American Hospital Association (AHA) and the Institute for Healthcare Optimization (IHO)
AHA has joined with IHA to offer complimentary Webinar programs with hospital operations experts addressing hospital-wide patient flow issues. In a unique format, a substantial part of the Webinars will be devoted to question and answers. Participants will be invited to bring forward any patient flow issues for advice from IHO faculty. The first Webinar will be on March 24, 2010 and will focus on general patient flow issues. Subsequent Webinars will address patient flow issues from various perspectives such as inpatient nursing, emergency room, and operating room. As reported last week, the number of times hospitals went on bypass will be reported on the IDPH Hospital Report Card Act web site starting in April. While there are more issues related to hospitals having to go on bypass, these seminars will serve to address patient flow issues within departments and throughout the hospital.

IHA Illinois Hospitals Caring For You Web Site
The IHA Illinois Hospitals Caring For You web site was demonstrated to CEO designated hospital contacts during this week. Beginning March 1, CEO designated contacts will begin the hospital preview with hospital feedback and comments actively being solicited by IHA.

As the review by hospitals evolves, IHA will notify hospital CEOs, CEO designated contacts, and communications staff on the date for final preview and going live. At that time, IHA will share the communication plan with all hospitals and provide talking points so that hospitals are prepared for any inquiries they might receive.

IHA and MCHC Joint Patient Safety Organization Upcoming Vendor Selection
As communicated through electronic mail and on the IHA web site at (click here), hospitals are encouraged to participate in the selection of the vendor that will host the occurrence and error reporting information from hospitals and provide quarterly feedback on trends. While participation in the Midwest Alliance for Patient Safety Organization is voluntary, hospitals will find great value from participation and are encouraged to participate in the educational programs and vendor selection opportunities starting on March 11.
