5033:
Nursing Care and Quality Improvement Act, sponsored by
Rep. Flowers (D-31). Creates new Act
mandating hospitals to implement nurse-patient ratios.

HB 2285:
Safe Patient Handling, introduced by Rep.
Coulson (R- 17). Amends the Hospital
Licensing Act, Nursing Home Care Act and others to require adoption and
implementation of policy to control risk of injury to patients/nurses and
other health care workers involved in lifting, transferring,
repositioning or movement of patients.
SB 1369: State Facility Overtime
Act, introduced by Sen. Frerichs (D-52). Prohibits the use of mandated overtime in state facilities.

HB 2337:
IDFPR Licensure Revocations, introduced by
Rep. Saviano (R-77). Imposes 3 year
prohibition on reapplying for IDFPR licensure following licensure
revocation with exceptions for revocations related to default on education
loans and child support payments.
Nursing:
HB 226/SB 385:
Home Birth Safety Act, introduced by
Rep. Hamos (D-18) and Sen. Haine (D-56). Creates new category of licensure for lay midwives to
assist out-of-hospital deliveries. Sets forth provisions concerning
qualifications, grounds for disciplinary action, and administrative
procedures.
HB 2395:
Delegation – NPA, introduced by Rep. Saviano (R-77). Amends the Nurse Practice Act
to exclude prepackaged meds administered to detainees in correctional
facilities from "medication administration" requirement that restricts
the delegation of nursing activities, including medication
administration, to only other licensed nurses.
HB 2512:
Nurse Licensure Compact, introduced by Rep.
Pihos (R-42). Amends the Nurse Practice
Act to allow for reciprocity of licensure of licensed practical nurses
and registered nurses among the states.
HB 2622: Nurse Assistant Certification Act,
introduced by Rep. Jakobsson (D-103). Provides that a person practicing
as a certified nurse assistant must be certified by IDPH by July 2010
and that no person may represent himself/herself as CAN or use title
unless they are certified by the Department. Only facilities licensed
under the Nursing Home Care Act are impacted by this proposal.
HB 3707: Certified Professional Midwife Licensure Act,
introduced by Rep. Flowers (D-31). Provides for the regulation of
persons providing midwifery services through licensure by IDFPR.
HB 3759: Nurse Practice Act - Puerto Rico,
introduced by Rep. Berrios (D-39) and Rep. Acevedo (D-2). Amends Nurse
Practice Act to impact licensure qualifications by providing that
"another state of the United States" means the District of Columbia, any
territory of the U.S., Puerto Rico, Guam, American Samoa or U.S. Virgin
Islands.
APN:
HB 1014/SB 1371:Prescriptive Authority – NPA,
introduced by Rep. Saviano (R-77) and
Sen. Crotty (D-19). Amends the Nurse
Practice Act and others to allow for prescriptive authority delegated to
advanced practice nurses for certain controlled substances, including
Schedule II controlled substances and provides for the licensure of an
APN as a CRNA who does not have the required graduate degree, provided
that he or she applies for licensure before July 1, 2018, and submits
certain information to the Department.
SB 1600:
Written Collaborative Agreements, introduced
by Sen. Steans (D- 7). Amends the Nurse
Practice Act to eliminate written collaborative agreement throughout the
Act. Provides that an advanced practice nurse's scope of practice
includes collaboration and consultation with or referral to a physician
or other appropriate health-care professional for patient care needs
that exceed the APN's scope of practice, education, or experience.

HB 64/SB
318: Medical Practice - Delegation, introduced by Rep.
Saviano (R-77) and Sen. Silverstein (D-8). Amends the Medical Practice Act
to explicitly allow physicians to delegate tasks or duties to licensed or
unlicensed personnel who have the training or experience to perform the
tasks or duties so delegated.

HB 496: Medical Practice - Fee Splitting, introduced
by Rep. Miller (D-29). Amends the Medical Practice Act to make changes
concerning the prohibition against fee splitting.
Physician Assistant:

HB 2464: Physician Assistant Practice - Supervision,
introduced by Rep. Coulson (R-17). Amends the Physician Assistant Act to
remove the limitation that physicians may not supervise more than two
physician assistants and requires that the supervising physician must
file a notice of supervision with IDFPR for each physician assistant
under his or her supervision.

SB 1487: Physician Assistant - Supervision Suspension,
introduced by Sen. Demuzio (D-49). Amends the Physician Assistant
Practice Act to allow for less stringent supervision requirements by
physicians for physician assistants during emergency events or for local
and state disasters.
Respiratory Therapy:

SB 1402: Respiratory Care - Exemption, introduced
by Sen. Crotty (D-19). Amends the Respiratory Care Practice Act to
include persons enrolled in a respiratory care education program within
exemption category and eligible for employment to deliver respiratory
care services under direction of another authorized licensed person.
Perfusionist:

HB 2398: Perfusionist Practice Act, introduced by Rep.
Saviano (R-77). Amends the Perfusionist Practice Act to exempt a new
graduate who performs perfusion services for a period of 14 months after he
or she graduates from an accredited perfusion education program so long as
the graduate is under the direct supervision of a licensed perfusionist or a
physician. Among other changes, also allows IDFPR to adopt rules for
continuing education per two-year license renewal cycle.
Pharmacy:

HB 1293/SB
1383: Pharmacy Practice Act, introduced by Rep.
Saviano (R-77). Amends the Pharmacy Practice Act to create a new category of
licensure for Student Pharmacists (currently referred to as "Pharmacy
Interns"). Removes requirement for Student Pharmacists to be Pharmacy
Technicians and expands the scope of practice for Student Pharmacists in
allowing students to perform any and all functions delegated by the
pharmacist.
Education
HB 79:
Higher Education Scholarship Act, introduced
by Rep. Lang (D-16). Creates new Act to
provide merit-based scholarship funding for all eligible Illinois
residents at any private or public school. Subject to appropriations.
HB 168:
Higher Education Achieve Program, introduced
by Rep. Coulson (R-17). Amends Higher Education
Student Assistance Act to provide need-based grant awards to eligible
students in "Clinical Center Achieve Program" at Southern Illinois
University at Carbondale. Subject to appropriations.
HB 169/SB 77:
Income Tax – College Savings Plan,
introduced by Rep. Verschoore (D-72) and Sen. Claybourne (D-57). Amends Higher Education
Student Assistance Act to encourage employers to contribute to employee
contributions to prepaid college savings programs by creating an income
tax credit for employers who, during the taxable year, make a matching
donation on behalf of an employee. Provides that the credit is 25% of
the matching donation, but not to exceed $500 per employee.
HB 382:
Nurse Educator Scholarships, introduced by
Rep. Brosnahan (D-36). Amends Nurse
Education Scholarship law requiring IDPH to provide nurse educator
scholarships, to be awarded for a period of up to 3 years. Provides that
within 12 months after graduation from a graduate degree in nursing
program for nurse educators, a scholarship recipient shall begin meeting
a nurse educator employment obligation for at least 2 years for each
year of scholarship assistance. Also amends NPA to provide for increased
funding to Nursing Dedicated and Professional fund, from current $1.2M
to $2.M.
HB 4149: Women's Health Care - Nurse Tuition,
introduced by Rep. Tracy (R-93). Proposes tuition assistance for nursing
students who upon graduation are willing to commit at least 5 years to
working in the area of women's health care.
SB 1862/HB 4018: IBHE - Health Services Ed, introduced by Sen. Maloney
(D-18) and Rep. Miller (D-29). Provides for a supplemental appropriation of $21 million from
the General Revenue Fund to IBHE for grants authorized by the Health
Services Education Grants.
