The DHS Division of Mental Health and the Illinois Mental Health Collaborative
for Access and Choice hosted two conference calls to discuss the 837P
Companion Document that will be used for billing and service reporting
in FY2009. A copy of the Companion Document can be found by
clicking here.

"Say It Out Loud," a new statewide public education and engagement
campaign, was unveiled May 2 in observance of Mental Health Awareness Month.
Jointly sponsored by the IDHS Division of Mental Health and the Illinois
Children's Mental Health Partnership, the multi-media promotion will include
stories of real people to help individuals find an easier way to talk about
mental illness.

U.S. Department of Health and Human Services release the 2008 Poverty
Guidelines. The full text of the Federal Register notice with the

The Illinois Dept. of Children and Family Services (IDCFS), the Chicago Public
Schools (CPS), and the Chicago Children's Advocacy Center (CCAC) are pleased
to announce that online training is now available for all Mandated Reporters.
Mandated reporters are defined as any professional who works with children.
The list includes, but is not limited to, teachers, school personnel, doctors,
child care workers, law enforcement officers, social workers, and social
service administrators. Mandated reporters are required by Illinois law to
report suspected child abuse.

Public Act 95-469 creates the Perinatal Mental Health Disorders
Prevention and Treatment Act, effective January 1, 2008. This memo explains
the requirements for hospitals and other providers under the new law (click
here).

The Illinois Mental Health Collaborative for Access and Choice held two
training sessions on the Authorization Protocol for ACT and CST Services.
These were held via web-casts and teleconferences. The Collaborative also

FOID Reporting Requirements - The Illinois Division
of Mental Health (DMH) recently issued a notice to hospitals reminding them of
revised reporting requirements concerning admissions and discharges from
hospitals maintaining certified psychiatric beds. The requirements are included
in legislation related to the issuance or revocation of a Firearm Owner's ID
card to a person who has been admitted to a mental health facility. As of June
1, hospitals will be required to submit reports to DMH on a weekly basis, which
can be done via the Internet.

Parity Bill Clears House Committee (7/23/07): The House
Education and Labor Committee voted 33-9 last week to pass the Paul Wellstone
Mental Health and Addiction Equity Act (HR1424), bipartisan legislation
prohibiting group health plans from imposing greater coverage limits on mental
illnesses than on physical ailments. The House Ways & Means and Energy &
Commerce committees, which also have jurisdiction, must mark up their own
versions of the bill and reconcile them with the Education and Labor
committee's version before the measure can be sent to the House floor.

Bill Passes Out of Committee

The Senate Health, Education, Labor and Pensions Committee voted 18-3
today to approve the Mental Health Parity Act of 2007, recently introduced by
Sens. Pete Dominici (R-NM), Edward Kennedy (D-MA) and Michael Enzi (R-WY). The
AHA-supported bill would require group health plans that cover more than 50
employees to provide full parity for physical and mental health coverage if
they offer mental health benefits, but does not mandate that a group plan
offer mental health benefits. It next moves to the full Senate for
consideration.

- The
Community Services Locator is an online directory for finding
services for children and families in the communities in which they live.
The locator, produced by the MCH Library, may be used by service providers
and families to find available health, mental health, family support,
parenting, child care, and other services. Topics include education and
special needs, health and wellness, mental health and well-being, family
support, parenting, child care and early childhood education, and financial
support. A new A-Z Resources and Services Index offers another avenue for
navigating the locator and the library's web site.
